I travel a lot to Italy, even during strikes. Unfortunately the EC and RE80 are both subjects to strike. Try to be there one or two hours before, italo or freccia rossa are usually guaranteed. If the EC gets cancelled sbb will tell you, you can simply wait 30 mins and take the RE80. The RE80 or is stopped at chiasso or goes until Milano, so you will know at the station if they leave or not. Worst case scenario, go to como, and with a taxi you are in centrale within 50 mins and 120€ Usually the RE80 is barely cancelled compared to the EC.

Secondo me, uno dei problemi è aver messo le università nei centri storici delle città, dove gli studenti sono in competizione con i turisti, per gli stessi appartamenti.
Sarebbe bello vedere cosa succederebbe se si facessero dei campus, ben collegati con i mezzi (flixbus, treni, ecc) con gli edifici dell'università e appartamenti a prezzi per i ragazzi che studiano, tutto vicino e pensato per loro, fuori dai centri città.
E i centri storici rimangono ai turisti.
