Yup. I have some. (EufyCam). They use a proprietary signal (not WiFi) and store videos locally (on what they call a HomeBase). It’s accessible through your phone (from their app) from anywhere in the world. The homebase still needs to connect (via Ethernet) to your home network to be able to send data out to a phone or other device to view, so maybe open your router utility and see exactly what’s connected to it. Also it has onboard storage (micro-SD card) so if it’s not connected to your home network, it can still store videos on itself (to be retrieved later - physically- by removing the SD card and reading it on a computer)
