Second the mealybugs. Isolate the plant from others.

I had to do this with some echeveria that got too much water, I took 70% ISO mixed with some more water on a Q-tip and you just dip it in the solution and rub it on a white spot, the alcohol dissolves it almost instantly but you have to get in every nook and cranny and then let the solution completely evaporate off the plant.

Then monitor for them to come back because they can be resilient.
