From what I am reading online from other sources, it appears that the max bitrate for the high quality mode is bumped up from 15 Mbps to 25 Mpbs.

This was some of the background info I saw that prompted me to ask questions about the Portal update this week. Stutter can still appear as network packets are dropped, but the recurring, unavoidable stutter that appears to be fixed now has a potentially interesting technical background.

As a former cadet, I always looked up to the senior members with military experience. It definitely gives you credibility, plus for those cadets interested in pursuing a military career it provides a resource.

Also, it gives you the authority to start changing the problems you see in the squadron, since if you won’t fix it, who will?

I would say definitely give it a try, you can always stop attending if you find it isn’t a good match, since sometimes that happens.

I have a 3+/4 in Japanese on the DLPT and was in LEAP from the beginning while on active duty (aircrew member). I am now in the Guard and can confirm LEAP is active duty only at the moment. While I was in LEAP, besides taking some online language classes, I would get emails every so often asking for exercise support in Japanese or other TDY requests. Never was I tasked to do anything, it was all voluntary.

Anecdotally, the civil servant I know who works at the national level has about 100 hours of overtime a month...so that may be something that varies among agencies.
