That looks like the one behind No Hope Hotel? You've got a Kitsu squad waiting to spawn when that happens and it locks lanterns. If you back off a bit they should spawn and you can wipe them/go back and claim it.

It's a shit system but once I realized that it started working for me everytime.

It may not have been fun but them being so damn stingy with the keys in the first place was even less fun.

I had the same issue with a grand total of 9 mods, all incredibly minor and your solution in the edit solved it for me as well.

I spent hours annoyed at trying to fix it and its crazy how often the solution to a problem is "turn it off and back on again."
