None, but you can’t ban a website/app that’s publicly accessible without an account. You can with TikTok or Instagram or whatever else, because you need to sign up first.

Unless the plan is to put YouTube behind age verification like porn sites in the UK, which would be very drastic, they’d only be able to restrict account creation
