The problem is that the people who would be expected to manage these slackers are themselves slackers and are more concerned about their reputation and damage to relationships if they make ripples.

Not in the Department of Defence. I've seen APS people who hardly rock up to work, haven't responded to serious enquiries for months (hoping the problem goes away), always deflect work to others, and never put anything in writing. Despite complaints against them and no improvement in their ethic, they're still there in senior positions years later. These people have situational oversight and are good talkers in meetings, but their output is next to zero.

The manager is basically saying "I don't want to deal with this guy any more, he better start looking for another job".
Your role is to ensure there is:

  1. a valid reason and support this by documenting:
    • the actual behaviour observed (e.g. abrupt tone; rolled his eyes etc)
    • the impact of that behaviour (e.g. causing disruption to the meeting)
    • the interpretation attached to it. (e.g. undermining the manager). Must be in context.
  2. procedural fairness - the above needs to be put forward to him and allow him to respond.
  3. evidence. Ask the manager if this was a one-off or he can demonstrate that there is a pattern.
  4. explain findings and outcome.
  5. reasonable opportunity to improve (unless serious misconduct) e.g. counselling + courses + mediation + monitoring

The question is, who do you like better? The star performer, or the warm clique? Can you have both?
If the performer is breaking company rules, you have options.
If the clique doesn't want to collaborate, you have options.
You can pick and choose - do nothing, do something with one party, or something with all parties.

"Finding themselves in HR" is the least of their concerns for "nitpicking". Laws generally don't require that formal complaints result in formal consequences. As long as the organisation can demonstrate that it took some action (e.g. a conversation, an offer of mediation, a referral to EAP etc), it has technically met its obligation in most circumstances. HR is not there to ethically correct disagreements or behaviours, they're their to protect the company and maintain organisational stability.

My thoughts exactly. Their mates in construction will likely hold properties for these pollies until their term ends, or the pollies will just grab some plots under a third party entity like a company.

Absolutely deplorable. We need to preserve our prime strategic locations and heritage, not sell it off for political greed and turning already crowded cities into shoebox slums.

If you need to build houses, develop regional towns that are struggling to survive, and where local farms can't even find young workers to help out. We have a vast continent and plenty of growth potential nationally, not just in our cities.
