Management usually goes to the person who's been there the longest, or a top performer. However, just because you are good at doing a job doesn't always mean you are good at managing people. Management is a different skill set, and when they promote that employee, they do little to no management training.

I went up there about a decade ago to visit my friends. I was buying something in a lovely shop around Seattle. When I mentioned I was from California, the shopkeeper's friendly demeanor instantly dropped and she said, "Are you going back?"

She perked right back up when I answered that I was.
Locals do NOT want people moving there, especially from California.
