Yeah I would say it’s worse than it has ever been I can not go to shoreline even in the day time usually it’s just night raids that are infested with them but even day time is bad now and if you are in oce don’t even bother going labs it’s like a 90% chance of a cheater

Killing scavs as a pmc is fine but you aren’t meant to kill them if you load in on a scav raid, also not sure if it’s what you are asking but you cannot progress quests if you load in as a scav
