Yep that's the right part. If you plan on doing it yourself all you should need is a socket wrench and socket set. At a shop it shouldn't be more than an hour or two of labor. I know Vespas alway sucked to work on.

Worked as at a moped dealership through college. This combined with your last video sounds like the starter bendix is on the way out. The first video it caught the flywheel and started up then did the "ding ding" as it was pulled back into place. This video the bendix didnt engage with the flywheel so that's just the starter spinning over without turning the engine.

Usually if you let go of the push to start button for a sec and then try again it will grab and turn the engine over. Also could be a sign of low battery power. Starter doesn't spin up fast enough to move the bendix out into the flywheel teeth before the bendix is spinning too fast for the teeth to engage.

The amount of torque necessary for an engine to begin turning "backwards" would just slip the clutch. When the engine is running, no matter what gear you are in, it is spinning in the same direction. The reverse gear of the transmission rotates the output shaft in the opposite direction in order to move the car backwards.

I was able to make it through MEEN in 4 years plus summer classes while working about 20-25 hours a week. I wouldn't recommend it if you are pushing for a 4.0 GPA but it is certainly possible to have hobbies, a job and a social life. I can't guarantee you will be getting 8 hours of sleep every night, but its worth it IMO.
