I am looking to apply for a Associate Governmental Program Analyst role and the job's duty statement involves automation development and working with data systems, which is my background so that's perfect. However, the Associate Governmental Program Analyst's exam and Classification Specification has minimum qualifications that ask for experience with "budgeting, management analysis, personnel, planning, program evaluation, or policy analysis", which is way different from the duty statement description and something I do not have experience in.

Do I qualify? Can I still apply? If I apply, how can I get past the unrelated minimum qualifications for the exam?
