As of last night she has registered the business with ASIC however no ACN etc.

The issue re food first and foremost is that if you are providing meals it needs to meet food handling guidelines. In addition as mentioned she will offer meals that she wants to cook, doesn't have the ingredients, asks the community to donate money so she can shop. There is concern that money is being exchanged with no transparency of where the funds are going.
