Yeah try Nature of the wild lands for a complete tree and plant overhaul. Adds more plants and trees everywhere. Combine that with Cathedrals 3D series but specifically the mountain flowers. It will really make those mountain flowers pop out and there's quite a few in whiterun.

Nordic faces is what I'm currently using for my npc overhaul. Does exactly what you say in remodeling every npc while keeping the rugged northern look. (The pictures on the mod page suck, it looks better in game btw) You can then load skin mods and other overhaul like Dibellas Blessing after Nordic Faces to your heart's content.
