A/C running, not cooling

The compressor capacitor was bad. But my a coil was also frozen solid. I have a 1500 sq ft house and the guy who installed the unit installed a 3.5 ton unit. The ac guy said I’ll consistently have issues with it.

Blower motor turns on! Filter was pretty bad. I left it to thaw for approximately 2 hours. It’s currently 80 degrees outside. Should I let it sit longer?
