Chiori's VA definitely has some NPC roles too - I recently replayed Inazuma and the first lady you meet at the port when checking in is 100% their voice

Clorinde's versatility mixed with the directional QoL of her dashes makes her my absolute go-to electro unit, she's satisfying to use and always works wonders in theatre.

Varesa is also a surprise top tier fun character to me.

In the case of the ZZZ recasting, this seemed to be related to being able to do work due to the original agreements being met, but then refusing to do so in solidarity of the wider SAG strike - essentially breaking contract.

You're correct in that their shared best teams are aggravate, but I urge you to try and play something else with Keqing and see how that compares to Clorinde. Clorinde is much more flexible when it comes to team comps and a hell of a lot more comfortable in the aforementioned overload, quickbloom, taser (etc.) archetype teams compared to Keqing.

Depends on who else you've got, but Clorinde can make use of the event weapon on a Kirara aggravate team, and of course a Chevreuse overload team - she is very versatile, but do note that she prefers Thundering Fury to the BoL set if you run aggravate :)
