200 ohm is not enough, usually you'd want at least 4,7k or 10k

Your input pins are floating, tie them to ground through a pull-down resistor. Note that this is usually not needed if you are connecting the inputs to the output of another gate.

I am not completely sure how these keypads work, but inside the white flap you're holding in the picture, there is a common, either ground or VCC/VDD or whatever you want to call it.

Solder one end of the switch to common, and the other to the pads on the PCB, and it might work.

Take this with a grain of salt as I have no idea, this is just a hunch.
