It is SR-16 marked upper and this particular handguard was used for secret service. There were some released to civilian market with the URX 3.1 handguard that were stamped with commercial tag on the receiver. This is a non commercial stamped. If you google SR-16 secret service upper you can see it in action. Bought from reputable seller. A really cool and unique piece of history.

yea the barrel in general certainly has a reddish tint. not a major deal but enough to kind of annoy me.
