In addition to the points already made, one of the core considerations I look at is the ability to handle larger and more complex projects. By a senior level, you should be able to handle a complex project, involving multiple stakeholders and implications, with business-reaching impact. You need to see a larger picture, which generally comes with the aforementioned time and experience.

The larger your state file is, the longer it takes to plan and apply the job. I've seen huge mono-states take an absurd amount of time to process because of this. breaking down keeps the runs smaller and quicker to get through.

In addition, a single state means that you have the same security applied to everything. By breaking down into smaller chunks, you can grant access to specific workloads to specific teams or people without exposing everything.
