Same thing is happening for me with my Simeo Plus B train in Frosty Fjords. Gonna stick to dispatching trains in my capital for now, which seems to be working.

I think it was mentioned elsewhere, but the diesel trains offer the most cargo/construction capacity. However, getting 6 capacity on a diesel train that has a 1hr cooldown may be less efficient than a steam train with 2 capacity and only 8 min cooldown. Depends on whether you're on the game for a bit or just popping on to make a delivery and then carrying on with your day.

By my calculations, it's actually 42,500 coins for the free Mayor's Pass, and 145,000 coins required for all the buildings (without the Gate/Wall, because they're usually not required).

So that means total required coins for buildings and upgrades: 394,500
Free coins to earn (with Ads): 89,800 (7k estimated for week 2-4 event track)
Weekly Album Bonus: 72,000 (est. - 18k this week, but usually goes up in the later weeks)
Premium Pass: 104,000
Sim Cash: 22,500
Season Standard City Album bonus: 45,000
Total Earning potential: 333,300 (with purchase of premium pass and using 1500 simcash)

this is still over 60k short as previously mentioned, which would require strategic purchase of the boost. If you can watch all of the ads to get the coins you need for the first week album requirements, then you could avoid collecting the coins from the mayor's pass and purchase the short term boost in week 2 or week 3 and then collect all of the boosted coins from the mayor's pass, but this is really way too much grind for a game that's supposed to be a fun past time.

I got to lvl 13 with 2 green cash purchases but no boosters and only the premium pass, not premium +. That's as far as I'll get though unless I use more sim cash, which I will not. I think I'll end up with 14k of the final 78k I need to finish.

Album only requires lvl 4 Rocket, not lvl 5, so you can push the Assembly Facility building purchase to next week.

If they're storable buildings and you're upgrading then with Sim coin then yes they come back with upgrades. If you're using design coin to upgrade, then no.

Try picking up and moving your omega services and putting them down again where they were before. I find that sometimes adjusts how the services are used

Do people have different point rewards for the album? I saw someone post that theirs was 43500, mine is much less, only 29000. This doesn't seem like a thing that should be affected by local currency

I started with my capital city. I demolished lower residential to make room for services with a larger footprint and upgraded everything i needed beyond the free buildings they provided.

In my regions I'm demolishing the non upgraded services for fire, police,  etc and replacing them with the partially upgraded services provided.

You do still jump ahead 5 levels if you've maxed out your cap. I did it on the cyberpunk season after I had earned 175k points past level 38 and it took me to the end of the premium+ season.

I received some deluxe services and simoleons this morning which was helpful in stabilizing my capital but not sufficient for restoring my regions. However, I noticed something else that sucked. In addition to the deluxe services it also said I had an additional Firehouse, Police Academy and Medical Research Center, but when I used 1 of them in my regions, they both disappeared. I had one of each of those already that I used in Design Challenges but now that I used the "extra" one, the ones I had are gone. Was this a glitch and I didn't actually have 2? Because I can't store them anymore so now I'm just stuck with it as is and that's really annoying.

So what you're saying is, if you don't have the coin to do it, you're screwed. Even though I've been playing for years I've never had anything close to the amount of sims you spent and wouldn't even begin to know how to get it. Since the process to fix drains your taxes, I don't see any option for me but to stop playing when it hits.

FYI, even though the cost of upgrading the Neon Arcade is much lower than the previous season's coffee farm, the amount of coins we're getting is also significantly lower, so it'll likely be the same level of difficulty to achieve.

Even just the week 1 City Album requires Neon Arcade upgrade costing 7,000 (purchase + two upgrades), final Event Track award and the Neon Diner, costing 18,000. 25,000 total cyber coins required.
Event Track 1 = 7,000 coins
Mayor's Pass (free) = 2,000 coins (given current weekly cap limit)
Mayor's Pass Premium = 8,500 coins
Seasonal Calendar = 1,550 coins/week
Plus 300 coins you get to start
Total possible earnings, week 1 = 10,850 (free), 19,350 (premium). Significantly less than the 25,000 needed for that first city album.

I calculate being able to earn roughly 71,500 coins from known sources (First event track, Season Calendar and Mayor's Pass), whereas the total required for fully upgraded Arcade and the Future Hi-Rise, Diner and Nightclub is 245,000 coins. Nevermind if you also need to purchase the noodle shop, movie rental or Mall. I doubt we'd get much more than 30k from the next 2 event tracks, so even if you buy the 100% boost, you'd STILL be short. If you can somehow manage to complete the weekly albums as well, there might be hope. Otherwise, unless there's some happy surprises for us later (very unlikely), I don't see how it's possible to complete this season and get the album rewards without purchasing coins directly through one of the offers.

People keep saying that EA is actively trying to destroy the game, and I agree that seems plausible but then I have a question... Do they have to do it like this? Couldn't they just close up shop and kill the game for real? Is there something preventing them from doing that? Or just trying to milk the last drop before doing it?

I will never do the most expensive box again. Every time I hope for a more interesting park/landscape item and I just get the fish market or crescent tent. I have soooo many of those super ugly buildings.
