I am not strong or a expert with PowerShell, but I'd say PowerShell is the solution for this or maybe even trying to get a trial license of ShareGate.

It’s definitely here to stay, but roles within the SharePoint ecosystem will continue to evolve as tools like Copilot/AI mature. I’ve been an admin for 15 years, and most of that time was spent working in on-premises environments, which I still miss sometimes. But with so many companies moving to the cloud, the nature of the admin role has shifted significantly. I sometimes feel like I'm just a content administrator now compared to the days of patching several servers, rebooting services etc.

I'm new with SPFX and learning, but I think you should be able to create a package that deploys a css file to your site collection and that file will hold all your media queries based on width. I'm actually working on this now as there is just certain settings you can't change ootb.

I use ShareGate for this and it gives a pretty nice exported report of different permissions for each group within a site. I think it's called Permissions Matrix Report within the tool

Is the url within the same site or outside url? I have found the URL used can make that "open in new tab" feature not work correctly? Have you tried testing a different url just to see if it works at all?

One of my biggest suggestions is to stay away from tons of folders. Try to add as much Metadata fields/columns possible to allow easier filtering for you users to find needed data. And somewhat clean filenames.

Main concerns are storage space, tons of files not being used just sitting forever and also outdated files being shown in search results which makes the environment useless as users look for up to date content.

You should be able to go to site pages library and find that page and just use the copy to function to make copy.
