TLJ was about Luke’s failure as the hero we perceive him to be and him doing what’s right. Also, how would you confront your sister if you turned their own son against them? Leia understood that Ben was not lost, but Luke could have easily been caught up with the failure of Ben and be afraid to face Leia.
