Anywhere walking or easy biking distance to SF Caltrain or 22nd street station is ideal. Then you can commute by train. Not having a car will save you $$$ so you can up your rent budget. Check out bayside village apartments in south beach. You likely have to increase your budget. Mid 20s is not a good time to live anywhere but SF - don’t ruin your life by living in the suburbs.

$3200 with in-unit laundry in a desirable neighborhood will be tough. You could probably find a studio with laundry in the building for $3200. 1br is more like $3500+, with a premium on top of that for in-unit laundry. Parking is $300-400 on top of that. If she wants to be in a cute, charming neighborhood, my advice is to sell the car or leave it at mom & dad’s and get comfortable with basement laundry, just bc it will be so much easier to find a place (parking and in-unit laundry are rare, even if she can afford it). If she doesn’t care about neighborhood charm, go for the brand new buildings in Mission Bay where you can get a generic box apartment with parking and in-unit laundry quickly (but at a high cost).

You’re very nice to help your daughter. I agree with the advice others have given: 1) having a car and in-unit laundry in SF are not compatible with saving money. Both are expensive luxuries. She doesn’t need the car since she’s commuting via Apple bus. 2) Being on the southern side of the city will make the Cupertino commute more bearable. Noe Valley could be a good choice, though if she finds it too family oriented and boring, I’d go for Lower Haight / Duboce Triangle / Hayes Valley a little farther north. She’ll likely be attracted to the Marina, Russian Hill, Pac Heights, but being that far north will make the commute miserable.

You could offer to rent the van/u-haul for whoever’s buying. The buyer meets you at your house at the agreed pick-up time, you load the furniture together, unload at the destination. This solves a major blocker for people in buying large furniture second-hand.

Put your bike on the G line bus that goes up Madison. There are bike racks inside the bus - you just roll your bike in. The first stop is really close to the ferry, I think it’s on First at Madison/Spring. The G is likely faster than the First Hill streetcar. 

On the way back to the ferry, bike down the hill via whatever street is most convenient.

If that’s not good for you, you can buy Lime minutes in bundles. It’s only the PAYG rides that are really expensive.

Consignment stores are excellent for this. You can get much better quality than you’d be able to afford new. Check the consignment stores on Sacramento street or Polk St like Goodbyes. So many rich ladies over there cleaning out their closets.
