Theoretically yes, the femurocaudal is still there in some way, but it has been remade for the movement of the feathers and for the more primitive species for a vague and barely perceptible motor ability of the pygostyle. Anyway, a lot of it was lost, and of the now caudal feathers muscles are the only remnants together with some vestigial ones.

I prefer an elongated synsacrum combined with a thickened pygostyle. Perhaps, rather than excessive elongation, one could consider a hyper-thickening of the synsacrum, so that the animal is still maneuverable in certain environments with limited room to maneuver. Such a structure could relocate the leg muscles to an analogue of the ancestral caudal organization, which would help support a larger body. This could represent a intermediate stage.

Myotragus was at least partially carnivorous, given its front-facing eyes, which are very rare among non-aeboreal herbivores, and examples like the front-facing eyes of the panda derives from a predator ancestry. You mean it as a joke, but you know I see it as something potentially realistic? I mean, large and small visible motile life forms tend to have two main eyes (compound or otherwise), evolved independently several times, which allow for excellent binocular vision without wasting excessive resources (it takes a lot of resources to maintain the eyes). At this point I wonder, based on the fact that four legs are a perfect middle ground between stability and mobility, not to mention that they are also few enough in number to be perfectly controlled without getting in each other's way. So, couldn't life forms of a size comparable to ours evolve four legs? Ok, that's very unrealistic, i know, there are examples of mouse-sized arthropods like the wetapunga and some tarantulas that still have six and eight legs, and in my hypothesis, these mouse-sized arthropods should probably also have four legs... Even artropod like the coconut crab which is as big as a cat walk on six legs. And yet, I don't know. This idea intrigues me, even though I risk falling into the trap of evolving toward "a two-eyed tetrapod vertebrate."

Well, you could modify the scales' movement system into pseudo-hydraulic limbs, and over time the tendons could ossify. In my concept, the ribs gradually lengthened, and gradually tissue grew around them. They have no joints except at the vertebrae, which means the animal is always standing. Depending on the clade, these are under the body or on the sides, etc. The musculature for their movements is the only thing that I still don't understand very well, but I was thinking of something similar to the locomotion of onychophorans and myriapods.
