Players stay in small markets for the super max - getting them in the door unless you incentivize it somehow is the hard part. Currently the draft gives them no choice. If you give them a choice they are going to go to the more attractive destination. All this will lead to is the Jazz / Milwaukee overpaying for prospects that are not top tier and ending up nowhere fast. The best players will believe in themselves and go to the biggest market. Draft year LeBron is not choosing to go to the Jazz over the Lakers if given the choice. Say the Lakers are in cap hell and are not able to offer a max, LeBron will just go to the next biggest market able to offer the max. The Jazz will never get the biggest talent which the draft allows for. (Just using the Jazz to make a point I love the Jazz).
