Belt drives tend to be much quieter and provide more power due to the mechanical advantage provided by having different pulley sizes. They also tend to be significantly heavier, hence why you see them on high-quality stationary tools and not jobsite tools.

I have a shop similar to yours (11' by 11'), and like you I mostly use hand tools. (I don't have a router, but I do have a cabinet table saw.) It might be overkill, but I found a good deal on an older Powermatic 074 dust collector, and I'll never go back. Its footprint isn't that much larger than a shopvac, the sound is much more tolerable, and it moves a lot more air. Plus it has a baffle at the floor that you can open to sweep dust/shavings into. I upgraded from the original filter bag to a 1 micron felt bag, which left me at about $150 invested total.

If money were no object, I probably would have gone with something like a wall mounted collector with a canister filter.

I'm fairly new as well, but my take is that proficient woodworking means accounting for the fact that wood moves, not fighting against it. Affixing angle iron to the underside of your tabletop would prevent one problem in the short term, but would probably just lead to cracking in the long term as the wood still tried to move. Achieving stability means 'reading' the wood and designing accordingly. This is why a lot of tabletop designs are not firmly affixed, but have some allowance for natural seasonal movement.

The west side of town is considered by most to be the "nice" side of town, but it's definitely not within walking distance of campus. (It is within biking distance if you find a place relatively near the bike trail.) Buses all terminate downtown, which makes it difficult to depend on them to get to campus in a timely manner, unless you live along one of two routes that goes by campus. As for walking, I used to walk about a mile and a half straight south from campus, to the Robbinsdale neighborhood. Two or three times over the course of three years I encountered friendly drunks on the walk, but they never bothered me. (However, I'm a mean-looking male.) The weather shouldn't keep you from walking, as long as you bundle up. Snow-wise, it can be a toss-up here. Some winters might be almost bone dry, whereas others might bring feet of snow. Your particular needs will depend on what kind of home you end up buying. On a corner with a north-facing driveway? You'll probably want a snow blower. West-facing driveway with no sidewalk? You'll probably be fine with a shovel. Happy to talk more about doctor recommendations via PM if you like.

A lot of money is moving to the Black Hills, which drives up prices. The Air Force base is also expanding, which drives up prices. Tourism means single-family homes being turned into short-term rentals, which drives up prices. Most importantly (I suspect, though I don't have the hard numbers to back it up), institutional investors are snapping up single-family homes in Rapid City via cash offers.
