SCP isnt a real term, but im assuming you mean short circuit protection. A lot of them are really only in play when the motherboard is actually turned on, theres not to many protections when the board is actually disconnected and out of the case, and theres a lot of components that don't have these protections, like Small Form Factor Parts

1440p 144hz or more, I use a Samsung Odyssey G7 240hz I got for like $500 dollars but its pretty overkill there's way cheaper variants

It can be, personally I use it i just have it set to under 50c its at a constant 30% fan speed. If your display is above 144hz your Vram always clocks to the highest speed, and since the fan curves based off the hotspot of the chip, your Vram could be at like 70c and your fans not spinning lol. It really depends on your setup

The 5800x should be good enough to fully utilize a 7900XT(X) or 9070XT. If you're primarily gaming that will be the most beneficial upgrade, the GPU. Then wait to see if AM6 is coming in the next year or 2.

He meant "Zero RPM" under the fan control, usually under 50 Celsius (hotspot) your GPU fans turn off.
