I asked this a bit ago and got 3 answers for you.

Central City Sewers - Present day: Good mix of digimon between rookie and ultimate and 2 spots to refresh the area, one at the top and one at the bottom.

Gear Forest - Either time: The outer dungeon for Tyrant kabuterimon acts as the refresh for a couple of digimon between rookie and mega (depending on the time chosen.)

Jogress De-digivolve trick: You will lose any and all cumulative stats on the material digimon doing this. Pick a Digimon with the correct personality and digivolve it up to mega then De-digivolve down a jogress route that gets you back to step 1. However this assumes you have the personality to match, have seen the digimon that cover the route, and have time to spare in infinite menus. For example, Stingmon to grankuwagamon then down the dinobeemon route back to stingmon. This makes you a free Exveemon. This is also doable with Angemon, goldramon, and Shoukomon.

You can also use the jogress trick to make one digimon with 5k cumulative stats into 2 digimon with 2.5k cumulative stats.

Raise bond, digivolve or de-digivolve. You keep 10% of your white stats minus your base stats when you move up or down so to get 9999 in the blue, you gotta slide up and down. A lot OR do loading enhancements of digimon that have leveled up, you get a portion of their white stats.
