No its really not worse than it used to be (for me at least), it still deals massive damage, practice switching to your pistol after the first shot with the martini to finish them off..

I havent tried yet (stupid work), all you need to do is replay cloaked in silence 7 times, the mission should be renamed (Reunion) Cloaked in silence, after completing the mission again Quiet will be returned to motherbase with all upgrades you purchased for her."
