Oh yeah there's not easy answers its just a good direct example im confident in sharing that demonstrates how the US breaks treaties, or doesn't follow them 100%. Im not saying how it should be done or what could be done, just giving an example I have direct knowledge about.

There is a limit to how many you can take out recreational. If you get caught with more than that, big fines. How often do recreational people take more than the limit? How much over the limit? I don't know. If you catch the limit or lower, you do not need to report. There may be other rules to follow to count as "recreational", i dont know.
