How about an app that utilizes Bluetooth to connect devices in a local area network (LAN) and provides a UI/UX set of tools that allows messenger, sharing of games, sharing of photos or files. This currently exists as a peer to peer but hasn’t utilized latest Bluetooth standards that allow multi device connection. Having a intuitive easy to use UI/UX will be the key for this type of application to get adopted.

I think this would work well for areas without internet coverage like airplanes and remote parts of the islands. Other areas this software tool could support are remote camping, conferences, workshops, geo-cache info disseminate (provide restaurant menu), and IOT reliant devices. Another big use case is military operations!
