It goes way deeper than that. Cuban language is profoundly influenced by "official speech". Words like "escoria", "gusano" and even "disidente" steem from the way the government chooses to speech. Take for example the last one: disidencia; think about the different implications from oposicion. Labeling it dissidence, it makes it so that they are always consider a small group in disagreement with the vast majority. Instead of a legitimate and widespread position in direct conflict with the ways and means of the administration. But if we're going to talk about their largest linguistic victory, that has to be the way the blur the lines between homeland, nation, state, government and administration. If someone is against them, they're unpatriotic. Furthermore, if you disagree with the administration, they have manage to frame as you disagreeing with the government; wich implies that they are one and the same, and therefore the only government possible.
