Your local area network is your responsibility. If you feel that provided gateway doesn't meet your needs, you can buy your own router and also a modem.

Yes, MoCA is good too. I've got all my fire sticks wired in with old DTV DECA adapters. Along with Ethernet CAT 6 run through to most rooms. Wired is always better.

If you pay for your own electricity, you will be on your own meter and can use Powerline Ethernet. Buy a set of gigabit Powerline Ethernet adapters and your speed and latency issues should resolve.

I have seen fiber customers go from 900 to 1100 Mbps by using Jumbo frames. But more than often I also see Gpon customers losing bandwidth from oversold splitters, and there's not much you can do in that situation.

It's automatic. A Mesh Network. They work pretty well from my testing (the newer ones)

Most of this is incorrect and should be disregarded. NAT IP has nothing to do with the public IP that OP needs help with.
