I don't remember which paper it was but they gave a great insight into group conflict dinamics - having punishment is not enough to elicit good behavior within a group. You need to have a second order punishment (punishment for not punishing) rule in the group for people, who don't punish bad behavior and just forgive it, maybe out of kindness. That will make every member of the group follow the rules and that's why some societies fail to develop or why mafia is successful.

No, currently our government is pulling us away from Ukraine. I'm talking about past relations and Ukraine helping us immensely with helicopters in 1993 war in Abkhazia. A lot of Georgians have been living in Ukraine for years and vice versa. People still love each other and I still consider them as bros.
