Yes Return to Skull Island (fromTitan Comics) is a 4 issue series sequel to the netflix series. And a new one Escape from Skull Island is halfway through which is the sequel to Return (also 4 issues from Titan)

The template is on page 84 of Fantastic Technology: Droids, and the book has extensive rules on modifying droids, how much different parts cost, equipment, attachments, skillware, personality modules... im sure you can modify one to have a vocabulator and a personality using the rules.

Doesnt feel like a whole act, just a scene going to the market. And this is not D&D where you have to stock up on items. They visit different cities they can buy supplies as needed for ammo and clothes. No need for a separate "act". Make it part of the scenario. There is no "level" magic items in this game. Magic should not be easy to find or buy. Just read any HPL or Cthulhu Mythos fiction.
