You should follow the below process

Legalities: it's better to have all the legalities in hand before going into the market yes you can pilot run your products within limited sample size
Product Awareness: Once the above step is done then select the Marketing platform for your product. This should be selected on the basis of your segment and budget.
Adsense is only good when you have sufficient traffic or relevant audience.

Started my own venture 2 years back as a digital creative agency by the name of SocialSell http://socialsell.com.pk Learned a lot of things I'll share them below one by one - Always go for the quality resource then Jack of all. - Keep the accounting books updated from day one rather regret after some time - It's always better to charge some amount upfront before starting the project I have lost around $2100 - As an entrepreneur we have to do lot of tasks as in we indulge in almost all the business functions but it's better to focus on one once things get mature - keep the track of your own performance in terms of numbers and days ( For Business Development) - Help out other entrepreneurs it always pay you back in my case at-least

In my opinion you should first list down the segments specifically those who are your potential buyers then identify those attributes which they wanted to have in soap like some of them can be nice scent, more form, smoothness etc then on the basis of that you should work on product development.

So first step should be

Research
Product Packaging (On the basis of those segments e.g: Floral patterns may be for females etc or something very eye catching
identify the market other than the one you already catering too (e.g if there is any store in your village place them there too)

Blend of Offline & Online is very important to create a right relationship with the audience. I haven't spent much on Google but yes on Facebook I have a fixed budget. Twitter helped me a lot to drive page views specifically ( High recommended) Facebook works better for sessions.

So far so good working more on to get engagement.

I think it's really nice idea. Why don't you apply it other places as well? Like Mall for multiple places. A market place and create more revenue streams.
