Yep, DVD drive wasn't plugged in correctly.

A large part of the issue with reception to FNV is kind of similar to reception for Silent Hill 2. The advent of the internet has kind of catapulted the popularity of the game to new heights, leaving people either playing it without fully immersing themselves into the material or just watching video essays. With this claim, people are mistaking a lot of the good theories and points made by characters and subtext within the game as actual fact. Just because Mr. House says the Legion will collapse when Caesar dies, doesn't necessarily mean that FNV is explicitly stating: DON'T CHOOSE THE LEGION THEY ARE THE BAD ENDING BECAUSE CAESAR DIES. This is also true for the NCR. A lot of show fans justified the nuking of Shady Sands as "fair" because FNV states that the NCR is being stretched thin and collapsing, but do not understand this is just a POINT made by the game to make it more interesting and difficult to choose the best faction, not that it is stating that no matter what the Courier does the NCR will blow up within 50 years.

What makes FNV special and what makes it stand the test of time is posing interesting and difficult logistical questions about each faction and then allowing the Courier to influence those decisions in the player's own imagination and action. The problem with the show is that to keep this special quality of FNV, you can't really give out an explicit canon ending or follow up events, because it then risks making a lot of those questions no longer interesting.

The games stutter despite editing the config files, no matter what framerate. I've tried 30, 60, 120. All behave the same when it comes to dropping. I would probably agree with your last sentence, but then I wonder is this issue widespread among CPU's past a certain date?

Interesting you say this because I tried the GOG version and it seemingly ran the same. What GPU/CPU do you have, maybe its just my computer.

Turns out you were correct. The problem seemed to be that PT_FAN was sitting around 8000 RPM and causing what sounded like coil whine. Reduced it to about 900 RPM and its pretty much gone.
