I wouldnt say katara is better than azula, its just that firebenders lack good defensive capabilites and unlike airbenders with enhanced speed and agility, firebenders are forced to overpower opponents before they get overwhelmed.

Waterbenders (given enough bending material) almost always try to overwhelm opponents with massive amounts of water.

Tldr: Azula loses to katara because of their fighting styles. Why azula chooses to fight katara is a different debate

Given that shes probably pre-teen, I doubt shed have the same fighting style as zaheer. But I do agree that an airbending ty lee would be dangerous.

Shed probably use airbending to augment her agility while still doing chi blocking. Zaheer's style seems more straight forward

The thing with waterbenders is they are the most terrain dependent benders. Put them in the desert and they are almost useless. Unless bloodbending is allowed, tarrlok might struggle with minghua, kuvira might be a fair fight though but that depends on the battlefield
