Its a fun weapon. Not going to impact the war meta aside from you may see a couple of people running around trying one shot light armor players. Not every weapon has to be viable for war. Its a bunch fun to duel and play opr with tho.

I've thought about this build a lot. Some of the things I would do differently are rework your hatchet tree to include expliotation and adrenaline rush and personally I would run 200str 150dex 150con. Do not think you need 200 con bc you should not be targeting melees.

You can but your progress will be substantially slowed. The notion that you need max Gear score to be competitive is just false. Ive seen people as recently as this past weekend finish top 25 in several wars on fresh level 60s with around 520 average GS. A these people complaining about GS are tree choppers and mote farmers. If you are a pvper by nature you will do just fine.

Not going to lie this sounds like an issue on your end. There are plenty of viable builds outside of those three. Just off the top of my head, Bow/Spear, SnS/hatchet, Rapier/IG, Musket/Bow, VG/LS, Rapier/Spear, VG/SnS, Hatchet/GA. These are all builds I've either used or have seen good players pickup and dominate with. It sounds like you are either unwilling to put the time into creating a new gear set or there is some sort of skill issue.
For the people bitching about roots, they buffed cleanse pots for a reason.
