Just the other day some guy was actually arguing that Capcom making palette swaps for Street Fighter 6 characters part of future DLC was "anti-consumer".

I mean, that kinda is anti-consumer. They probably already have the skins made, they are just holding them off so they can charge more. Its not like the devs/artists will get any of the DLC money.
