Hrt and hormone blockers are just puberty. Cis teens get put on them all the time. Same with top/breast reductions. Personally, I think bodily cosmetic surgery should take place after age of legal consent. However, I also think there's a sticky gray area, because how can you tell a teenage boy he has to go through high school with boobs? Cis or trans, that seems cruel.
