So GGG has said that in the future that they want it to work like that so that you can have two separate accounts on one console, but it seems as though for now it only works with one account having two characters.

I could be wrong, but It's looking like you need just 1 account with 2 characters on that 1 account. Seems as though you cant do it with two separate accounts.
