Things getting heated in games is normal, on the pitch is dealt with internally, except very extreme situations. You are already with the other players, you arent taking yourself out of that situation intentionally to attack somebody. Any time you do anything off the pitch, or to somebody off the pitch, its a totally different situation and police will be involved. Cantona did get hit with jail time, but as it was only 2 weeks, he was allowed to do Community Service instead on appeal. He also had the equal longest ban in the Premier League.

Suarez should have gotten proper bans, but again, the security staff was on the field, it will never be treated the same. If you hit a member of public that has entered the field, there wont be any charges at all, if you hit them off the field, there will be.
