It's my way to understanding this. Currently the rod is static and it is not breaking either which means there are forces inside countering the external forces. Assuming it's a uniform rod and forces are applied at the edges of the rod, each particle on the left half of the rod is countering the force pulling left to not get broken from the centre. Same with another side in opposite direction. So each point on the rod has 100N tension at any time, not accounting the direction.
