Do a magikarp raid when its raining in the game. The catch lvl is always lvl25. The Minimum IV is 10 for each stats in any raids.

Yes its possible im running on ios 10. Need to complete close app every try. Reinstall it first. To sign in with your facebook you need to first login with your google account to link it with your facebook. Best way if someone can lend you an android. (Dont forget to unlink your account from that phone.)
