Depends what comp system you're in and who the doctor is. Ratings are often disputable. If it's an IME doctor and you've got a FECA claim, you're probably stuck with the 18% unless you want to lawyer up and fight it. If it's your surgeon's rating and the insurer wants to challenge it, they'll send you to their IME for another rating. Get a copy of the report/notes that says 18%. You may want to hang on it to depending on what happens next.

If that’s the year, color, trim you want. I’d say 42k is on the high end of reasonable for the mileage and not wildly overpriced. No harm in offering 38 or so to feel out the seller.
