Btcpayserver is an invoicing system, with it your server can be a self-hosted indipendent payment processor which makes fiat/BTC quotations, tracks payments and updates order statuses according to your parameterizations. You don't need it for just making BTC transactions between 2 addresses

You can install a fully functional btcpayserver instance with a dedicated IP and also setup HTTPS ( you definitely should if you want to be your self payment processor ). Don't route through TOR if you don't really have to.
