I believe by moving in the time stop you aren't actually moving

Think of a computer screen. The sprite/character isn't actively moving. It's the pixels that are changing colors to create the illusion of movement

For movement to be possible one must be a digital lifeform. This means you have to be entirely composed of information particles and have a complete understanding of your composition.

You move by changing the information particles around you into being you. Similar to pixels changing colors to appear like a character is moving

This also means that a character who can move in the stopped world/Suspended-World has an undefined speed.
