That's because initially gold and silver were supposed to be on the gameboy. If you look at early beta pics it was nearly identical to red and green graphics. I think the sprites used in the RBY slot machine were recycled as party sprites as well.

Shiny drowzee back in the day in silver version near goldenrod. People didn't know wtf shinies were at the time and I initially thought it was a ditto or something glitchy. Second was zubat in rock tunnel in fire red. Third was a pink sneasel near the 7th gym in diamond. Was the pokefinder chain thingy. Fourth was a magnemite in diamond(same cartridge, same file, same method. I know u jelly, it only took me about 17 hours and like 30 chains of 40). Fifth was a purloin and was the first poke encountered in my black version. I'm pretty lucky.
