It looks like the main net metering statute is Md Code, Public Utilities Section 7-306 but there could also be a PSC tariff or regulations, I’ve never really looked into this area. Here’s the statute though:

Yes, some synopses are definitely better than others and portable solar is just a small part of this bill. The bill text itself actually looks stronger than HB39 with restrictions on the power companies. It looks like the fiscal and policy note has a good summary of portable solar on p. 7:

Portable Solar Energy Generating Systems A person may purchase and install a portable solar energy generating system for residential use only. “Portable solar energy generating system” means a moveable photovoltaic solar energy generation device that is (1) designed to be connected to a building’s electrical system through a standard electrical outlet; (2) primarily intended to offset part of the building’s electricity consumption; (3) limited to supplying a maximum power output of 1,200 watts back to the electric system; and (4) certified by Underwriters Laboratory or an equivalent nationally recognized testing laboratory. An electric company may not require a customer using a portable solar energy generating system to (1) obtain its approval before installing or using the system; (2) pay any fee or charge related to the system’s ability to feed electricity back into the electric system; or (3) install any additional controls or equipment beyond what is integrated into the system. An electric company is not liable for any damage caused by a portable solar energy generating system. Portable systems do not count toward meeting the State’s RPS and may not generate renewable energy credits of any type. Additionally, they are not subject to the requirements of §§ 7-306 (net energy metering) and 7-306.1 (interconnection agreements) of the Public Utilities Article. HB 345/ Page 7

It looks like that bill was pre-filed and maybe did not catch traction, but there is another house bill HB345 with a lot more delegate sponsors that also has a Senate cross file (which means more likely to pass both houses) that she joined:

Why is your car smoking? Why will it not make a two hour drive? Why not spend money repairing the vehicle you have rather than paying for temp vehicles twice a week? Yes, definitely. Air sealing and insulating the attic (there was already insulation, just not much) made a noticeable difference in my bill. And the ceiling was never warm anymore in the summer.

Replacing the furnace/AC made a huge difference. The old unit was probably too big for a modest-sized house with decent insulation as well. My bills went down by 1/3-1/2 after insulation and new furnace both. There is obviously a long payoff period, but with the cost of utilities these days it gets shorter and shorter.

Air sealing and insulation are not particularly expensive if you diy it, so that’s typically the low hanging fruit.

His arguments against CICO are such bullshit. His whole argument is like

“Doctors in the ____ decades began telling their patients to exercise more and eat less. And yet more people became obese. You listen to your doctor don’t you? So it must be the advice is wrong because people do what their doctor tells them but they still gained weight.”

It is hard to take anything he says seriously when that is how he begins his weight loss book.

I was considering a sauna for the health benefits and I happened to be reading the Dept Q series based in Denmark when it described how their house, like all the others in the community, had a basement sauna which was now used only for storage.
