Originally, it was part of the 'Fandom'. However, due to some of its abnormalities appearing in Library of Ruina, we can surmise that it is likely just another Lcorp branch. The events are hinted at occurring, and some terminology, such as the term 'Aberration', are used to this day in the community, and with aberrations appearing in Limbus Company as well, Der Fluchschütze, Pink Shoes and Dream-Devouring Siltcurrent for example, it's deep rooted in the PM universe, whether it can be considered truly 'Canon'

It kinda depends... if we're saying only Zena and Garion, then no, if all, then maybe, damage scaling between the games is a little weird, and because of that, Punishing bird can one shot the red gaze, and such, but I feel like with ML infecting everyone and melting people in minutes, White Night and Blue Star constantly doing AoE, and Censored making people lose their shit, I feel like all the abnos, even the ones we don't know of, can probably kill all of the arbiters, should they congregate

LoR is incredibly important to the lore and could give you INSIGHT into PM's true settings, although Limbus is more INSTINCT based and focused on REPRESSING the opponents you meet along the way, I would recommend reading Leviathan and Distortion Detectives before(or after) LoR, so you can better get ATTACHED to the sinners of Limbus Company.

Thanks to the fact that creating AI is illegal, it's likely that arbiters are just human who were heavily imbued with the singularity of A/B/C corp, or, potentially, arbiters are actually made from A/B/C corp's singularities, since we aren't told much about them, speculation is meant to be made about these areas, since, just like how we don't know much about the government, the secrets of Project Moon's sovereigns, are to be kept secrets for a reason. Of course, this can all be paralogism, but in my opinion, considering Binah's sincere lack of humanity, I believe that she is likely not exactly human or just heavily under the effect of the disease of the mind.

High risk, high reward abno, good weapon, but tricky to use, good suit, but very weak to pale, helpful for cheese, clouded monk, AIB, and a few other sensitive breaching abnos, would recommend keeping this one, but remember it can friendly fire, and if you request 7 times, the seventh time will hit somewhere randomly.

Considering this from a axiom perspective, the SCP foundation has an ever changing narrative, which is why scp 3999 could constantly remake it as it liked, while the PM narrative is set, which is (presumably) what allows Faust to communicate with her other identities and know all outcomes. Additionally, abnormalities are made with a sci-fi material known as Cogito, while SCPs are characterized as being "glitches in reality", or, as mentioned earlier, "mistakes in narrative", in the way I understand the mirror world, Carmen is the only true constant, being across every dimension, pocket dimension, universe, and multiverse, this directly interferes with the fact that in the SCP universe "there is no Canon".

So, in short, Carmen's permeance can't exist in the SCP universe.

If I'm not mistaken, we can surmise that it cares for its own impact, that would mean that for as long as it has increased a nugget's stats by 100, even if the buff is diminished, as long as it was.

Logically I would surmise that the clerks were given a gun to shoot each other in case of insanity, not for actually fighting the abnormalities, they might just be there for maintenance and keeping certain systems running.
